just call and when you pick up you hear an annoying message that they are the IRS and if you have to call back before they take further action.

I did a reverse lookup on the phone number. It comes from a Magic Jack, much like a Google Voice number. Email Magic Jack and report the phone number for abuse. ReportAbuse@magicJack.com
