This person is of forgien gender male telling me i owe the irs money i asked a series of questions and he couldnt ans and then stared using launguge that proffesionals dnt use please beware

There is a fairly common IRS or "tax scam" being practiced by scammers in both Canada and the USA.

The person at this number is running a scam by telling you that the IRS has a warrant out for your arrest.

I also got a call from the same number asking me to pay the irs. I asked him a few questions and he was unprofessional. He said I owed back taxes but he couldn't specifically explain how I owed the irs. He stated that if I didn't pay that instant I would have a warrant for my arrest. After debating with him he hung up. I called the number back plenty of time and it would go straight to the voicemail.

Rec'd a call today (7/8) at 2:46 pm from "John Smith from the Crime Investigation Unit of  IRS. The reason of this call is to inform you that  IRS  has issued an arrest warrant  against you and your phys prop is being monitored right now. So it is very important that we hear a call back from you today.  My call back # is 202-242-7751."
