He is still calling around but now it is related to IRS related outstanding warrant. Didn't pick it up, so I have no idea what he would want from me.

This is some sort of scam. I was suspicious and looked up this number to find that other people reported this as a scam.

A person from this number left a message claiming to be an officer then there was a long delay and then said something about they would be forwarding a warrant to your local police department. They didn't even have the correct town listed.
