•report the incident to the Treasury Inspector General for Tax Administration at 800-366-4484.
•You can also file a complaint with the Federal Trade Commission at FTC.gov. Add "IRS Telephone Scam" to the comments in your complaint.

Do consider maybe getting a call blocking device or phone.. You can google them and many are around $60.00 or so.

Said they were irs and I had a tax lien off 100.00. Needed to go to Home Depot and get a voucher then call them back. When I asked to speak to someone that spoke English and was born in America, my life as well as my loved ones lives were then threaded.

Just received a call from Mike Brown.  A nice main with an Indian dialect who told me I am trouble for tax evasion.  I told Mike Brown, great, send me a letter.

Also report it to your local law enforcment agency. The scammers use magicjack (YCom corporation) voice over IP lines. This is against their terms of use and can lead to termination. However law enforcement has to initiate the contact with Ymax. If you are really annoyed: Call or write to your representative in Congress. As these scams are ongoing all over the country, maybe this will trigger a reaction....

I received a call today in my Colorado home with my caller-id showing Washington D.C.  When I answered I could barely understand what the caller was saying.  I thought it was one of those political calls asking for support or slamming an opponent.  I could barely understand what the caller was saying so I interrupted and told him that I wasn't interested and hung up.  

Just a couple minutes later he called back and left a voicemail and his phone number saying something about calling from the IRS and if I didn't call back and resolve an issue, I would be in 'big trouble' (his words).  I Googled the phone number 202-241-4983 and found this site.
