I had a call in my voicemail to call this number...but when I called the number it wasnt even issued to anyone! threatened me with a federal warrant....

Scammer claiming to be IRS. The same voice is used used from various US phone numbers, probably spoofed. The real IRS doesn't conduct business via phone.
