I as well received a robotic call from Officer Donna Williams, claiming that legal action has been taking on my name. Mind you no name was ever given. What made me weary is the fact that I live in Massachusetts so why would I need to call 202 241 4823 ???

I also received a call from this number.  Obviously a scam, only, the caller ID had a 800-829-0433 number along with the 202 number.  This 800 number comes back as a IRS scam, so this 202 number is using both scams now.

9:44am 26 May 2016 Robotic Spoofed call from "Donna Williams" 800-829-0433, from "state police headquarters."  What state? The call claiming that a legal action has been taken on "your Name and Identity."  Whose name and whose identity?  No name was ever verbalized in the message. To find out more call 202 241 4823.  Obviously a scam.

yup, got a message from 800-366-4484, officer donna williams about a legal lawsuit issued against my name and identity and to call 202-241-4843 for more info on the case and legal procedures. Called the 800 number back and got the automated IRS fraud report line! After talking with my state AG's office about this phishing scheme, filed a complaint here https://www.treasury.gov/tigta/contact_report_scam.shtml
