IRS Telephone Scam: Caller with an very thick Indian accent claims to be an IRS agent, stating money is owed and failure to pay will result in arrest. The number they called from is 202-239-7459.

Pretty simple actually.  Callers are located in India and Pakistan.  They are beyond the reach of US law.  Period.  Invest in a call blocker and do NOT pick up on call numbers youd do not recognize.   Be a good idea to block 202 area code.  Also be a good idea to mute the phone ringer if you are going to sleep.
