Please tell us what kind of FB you are getting and how often it occurs.  The DNC only protects you from certain types of commercial calls, and then only if you take legal action against the caller.  Otherwise, it's like a "keep off the grass" sign.  If someone is fully determined to break the law, the sign isn't going to keep them from trampling on your lawn.

But this number is not a legitimate US phone number, anyway.  For decades, many local phone companies (read: Ma Bell) used to let you dial 7 digits to reach numbers in your own area code.  You could also dial a "0" in front of the 7 digit number if you wanted to make an operator assisted call, or "1" if you wanted to dial an unassisted long distance call to a different area code.  So if you started dialing with a "0" or a "1," the phone company switching equipment of the day literally had to wait (i.e., time out) until you finished dialing either 7 or 10 more digits.

If you think about it, this meant that there were NO 7 digit numbers that could begin with "0" or "1."  Although this limitation may no longer be strictly necessary, it has never been changed, and the impracticality of removing the limitation from every switch operated by all the phone companies there are has left us with this rule as a legacy -- at least for now.  But if such a number is sent as the caller ID on an Internet phone system, your caller ID will dutifully display it, and your caller ID name service (which is a separate service from caller ID number delivery) will probably show something extremely general, like "Washington DC" or "OUT OF AREA."  

Therefore, the number calling you is either spoofed or not a real US telephone number.  So you probably have no reason to pick up the call, anyway.

202-191-5555 called me twice in the past few days and I didn't pick up either time.

First call said District of Columbia - no voicemail left.

Second call said Egypt - voicemail contained about 15 seconds of guys chattering in the background in a foreign language.

Caller has called several times asking personal information. Caller ID said 'DC'. I have asked them to stop calling me. I then asked to speak to a manager before the person said "A**hole, F**k You" to me and then hung up. When I tried to call the number back it said it was a non-working number.
