Answered a call from this phone number and said "Hello". All I got was a machine voice saying "Good-bye". What is this for??

I let it go to voicemail and the person was (supposedly) in the middle of leaving a message to someone about their website design and changes they were working on. I registered a new domain 2 days ago at godaddy and didn't opt in to the privacy protection which would have doubled my cost. That just plain hacks me off. Nonstop calls and texts.
