I received the same offer for a government grant that I don't have to pay back. The reason, I was told, that I was selected is because I completed a government survey, paid my taxes on time and hadn't filed bankruptcy in the last 6 months. I was given the choice of three forms of payment: direct deposit into my account, western union or credit to one of my credit cards. As I pointed out to the caller, none of the choices protected me from being scammed. He told me that the government had to be sure the correct person was receiving the funds. I leveled with the caller and told him I believed he was a fraud and that if he wanted to mail me a certified check in my name that would be fine. I assured him that the government knows where I live and that a check in my name could be cashed only by me. He continued on but the conversation ended with me telling him I'm confident that he's a scam and my hanging up. He called right back but left no message. The phone number cannot be called.
