It's a scam and they tell you you been selected for $9,000 and they want money from you

I was told that my name and number was randomly chosen for a $11,580 grant to use toward home renovations and past due dept. Caller was hard to understand and when I told her I couldn't understand her she just repeated herself rather than let me talk to an American.
