Have received a call from 202-067-3982 for the last two mornings. I do not answer calls from any place or anyone I do not recognize.

After the first call from this number on 11/10/2015, I have received 3 more calls from the unknown caller - 11/12 and 11/12. I'm going to block the number. I did a reverse number check on this and in Washington, DC there is no number matching this. Whoever and whatever this is (real person or robot) - hangs up when the recorder picks it up. I don't answer calls from Mr. Unknown Caller!
