I've been getting calls that show this number as well, and they stop after a ring or two. I answered today and got the question you refer to. When I said no, the caller (a male) said thank you and hung up.
It would be good to get to the bottom of this somehow.

I got a call from this number just now, asking me to call my congressman and ask him to support offshore drilling. Don't think so!!

I already asked my congressman ask I will gladly have a conversation with this number if it is who you are saying I don't mind having a long conversation with them it is good to have people with similar concerns good for them
