this number appears with a plus symbol before it on my cell.  it calls at all times of day and night. when i answer, no one speaks! i would like to know what it is, foreign maybe? how do i get it to stop? i'm on the do not call list and my cell phone company says there isn't any way to block just this number.  they couldn't even tell me what it was!
