I've been getting a bunch of calls from similar numbers, thinking they're robocallers, and adding them to the auto reject call list on my phone (it's a feature so that their calls don't make your phone ring, but they'll appear in the call log). Decided to answer one today and see what happens. I had a brief exchange with a guy who sounded a little distracted or maybe surprised that I answered:

Me: Hello?
Him: Hello?
Me: ...Hello?
Him: Did I get a missed call from this number? [He also said something a little quieter and unintelligible, but it sounded like, "Is that how it works?" Maybe he was talking to someone else on his end...]
Me: No, sorry. Wrong number.

In this day and age where all you gotta do is hit Call on a phone number in your call log, I can't see this scenario taking place; it's not like he had to manually dial it. Considering what I mentioned at the start of this post, I just added it to the auto reject list.
