This is a spam recording for "GE Home Security Systems."  If you call back (do so from a blocked number) you get a recording saying "Thank you for calling us back. A representative from GE Home Security Systems has your information and will be calling you back."  I already have another home security system and am also on the Do  Not Call List.  This will be reported.
