City has been trying to pin a parking ticket on my DW for 3 yrs plus. They supposedly recorded a license plate number on a vehicle in Old City Philadelphia which matches my wife's former vehicle plate at 4 AM (she was at home in bed with me in Delaware). They cannot match the plate with the make and model of vehicle she drove at the time and will not accept that at 4 AM parking enforcement personnel might have made a mistake - despite the fact that we have had Delaware plates since 2001 (lets see it was dark and likely the meter reader was sleepy or otherwise)...  Now they turn this over to MRS and they don't know when to stop.... Nobody knows the way to get to the Philly parking ombudsman to make this *(&^)*($ stop!
