All worthwhile suggestions but the problem goes beyond the repeat scammers. There are the 5 new numbers that call every day.
Call blacklisting devices still let calls reach your home and ring once depending on the unit. They don't block the caller. They silence the ringer and still allow the caller to leave a message.
A better solution is to change the laws and force the telcos to offer unlimited true blocking directly from your phone. Blocking area codes would greatly reduce the amount of numbers you would need to block and has the advantage of being preemptive. If I could block all (321) numbers before they call I wouldn't have to block them individually the first time they call. The telcos should be required to keep an internal block list and when a certain threshold of users block a number the telco should block the number system wide. They should also be required to share these lists with other telcos. The scam calls would be severely curtailed.

don't waste money on a phone blocker.  you don't need to pay to block these calls.  just Google the phone number to make sure it's not from anyone you may actually want to speak with.  if not, save the number in your phone by naming a contact "Nuisance".  turn your "Block Caller" option on so that the calls go directly to 'declined'.

the real beauty in this is, whenever any other company calls using ANY phone number, just save it to "Nuisance" under a different phone number.  if you run out of places to store numbers, just open a new contact, "Nuisance 2", etc., etc.

Received a call from them. No caller id, other than "New Jersey". Didn't answer - no message left.
