I think I found the answer!
Call Cheryl Franklin at 415-925-2777 and tell her to have your phone number removed from their list.  It seems to have worked like a charm.

Do not engage the people who are calling you.  Do not ask them questions or give them any information or ask for their supervisor; do not return their calls if they leave a message.  Don’t even answer the phone if you have caller ID and recognize the 201-210-3618 number.  

After reading messages on several web sites from dozens and dozens of people in my situation—receiving constant phone calls for months from people in India using a NJ number and asking for someone I’ve never heard of—I did some sleuthing on the web.  There is some serious doubt about this company’s practices; many suspect it’s all a scam.  The company is apparently a collection agency called Global Vantedge (note spelling).  Through the Better Business Bureau web site, I got their Calif. phone number and left a message over the weekend demanding to be removed from their call list.  First thing on Monday morning, Cheryl Franklin called me back to say it’s been done and that if I get another call from the NJ number to let her know.  Haven’t received any calls since.

These people call and demand to talk to someone (I can't understand exactly, but it sounds like Heyal Raymon) and I've told them that they have the wrong number, that such a person is unknown to us and that this is not their number. They got RUDE with me and started spelling the person's name and asking me if I was sure they're not at home.  I've reported them to the DO Not Call registry, and I hope they get the maximum $11,000 per call fine, as they've called me 7 times in 3 days.

I keep getting calls for a Neil Labelle from various numbers.  All callers that I have identified have been bank collections and also Scientology Telemarketing.  One guy claimed that Neil Labelle called and his caller ID had my number in it, so I guess there was either some caller-ID spoofing or calling party lying ongoing.  I do not know if any of the many Neil Labelles of the world is involved or also innocent victims of an identity theft scam.  

However, the main problem is with incompetent bankers too quick to float loans and too lazy to verify telephone numbers, who then harass uninvolved people
